No I beg to differ, by user CALs I mean Windows User CALs. In example 2 you would either need 14 User CALs or 10 Device CALs, not both. In example 1 you would need 14 User CALs and nothing else. You will need 14 user CALS and 10 RDS Device CALS If you have 14 users that access the server from 10 devices You will need 14 user CALS and 20 RDS Device CALS
